My collegue can’t upload entries even if the project is public and she’s also manager.

I’m not able to share the screenshot my collegue screenshot right now.
To be more clear, she can’t upload entries from the webapp used from her phone, because she can’t see the upload button + under the title of the project.

Is that user actually logged in?
Entries cannot be added without being authenticated when using the web application, so the + button will not show.
