If we replace a list by uploading probable options using a CSV file in Dropdown option, then the previously saved data in Data Table in deleted for that Question in project.

That is the correct behavior.
When a list of possible answers is replaced by uploading a new CSV file, the previous answers are removed because they are no longer valid against the new set of possible answers.
